(72) 25-0002-S144 RESOLUTION (BLUMENFIELD - LEE - RAMAN) relative to State of California updating the Intrastate Funding Formula (IFF) to determine how federal and state funding is allocated to Planning Service Areas to support Area Agencies on Aging and their delivery of programs and services to older adults, people with disabilities, caregivers, and their families. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. RESOLVE that the adoption of this Resolution, the City of Los Angeles hereby includes in its 2025-26 State Legislative Program, OPPOSITION to the California Department of Aging's proposed Intrastate Funding Formula. 2. RESOLVE that the City of Los Angeles URGES the California Department of Aging to revise the currently proposed funding methodology to effectively address the factors influencing service need within each Planning Service Area; and establish baseline funding levels, a five-year transition period for implementation, and funding standards for administrative costs to reflect population size, contract monitoring complexity, and linguistic access need.
