H. Consider authorizing the submittal of an application to the Federal Highway Administration PROTECT Competitive Grant Program for the Palos Verdes Drive South Reconstruction Project (CIP 8301). (Bryden) Recommendation: Authorize Staff to submit an application for up to $10 million in Planning Grant funding under the Federal Highway Administration's (FHWA) Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Competitive Grant Program for the Palos Verdes Drive South Reconstruction Project (Project) (CIP 8301), provided that, prior to submittal by the October 9, 2026 deadline, Staff determines there is no other available competing grant opportunity that would provide a more advantageous funding strategy for the Project.
