CONSULTING AGREEMENT WITH DE NOVO PLANNING GROUP FOR ESCONDIDO 2040 “INFRASTRUCTURE LEADING LAND USE” PHASE I Request the City Council adopt Resolution No. 2026-165 authorizing the Mayor to execute, on behalf of the City, a Consulting Agreement with De Novo Planning Group, in an amount not to exceed $2,249,825, for Escondido 2040 “Infrastructure Leading Land Use” Phase I, a two-year program to update two General Plan chapters, five Master Plans, the Downtown Specific Plan, and South Centre City Specific Plan, together with supporting technical studies, environmental review, community engagement, and implementation planning.
