9. City Council: Staff recommends that the City Council approve a 26-1690 Professional Services Agreement (PSA) with Oceanside Marine Centre in an amount not to exceed $126,300 for Lifeguard boat maintenance and, on an as-needed basis, emergency repair and equipment replacement; authorize the City Manager to execute the agreement; approve a $75,000 change order to the existing purchase order with Oceanside Marine Centre for boat repairs and equipment replacement; approve the procurement as a sole source purchase; and authorize the Financial Services Director, or designee, to execute the change order.
