(9) 26-1216 ARTS, PARKS, AND CITY FACILITIES and BUDGET AND FINANCE COMMITTEES’ REPORT relative to the submittal of Work Plans under the Measure A: Los Angeles County Regional Park and Open Space District (RPOSD) Program for the Lake Balboa Edge and Whitsett Soccer Fields Design Projects. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Department of Recreation and Parks (RAP) to submit Work Plans for the Lake Balboa Edge and Whitsett Fields Soccer Fields Design Projects (Projects) to the Los Angeles County RPOSD under the Measure A: Category 1 and 2 Annual Allocation Grant Programs, as detailed in the Attachment of the Proposition K - L.A. For Kids Steering Committee (LAFKSC) report dated August 27, 2026, attached to the Council file. 2. AUTHORIZE the General Manager, RAP, to accept the funds, if awarded, for the amounts, scopes, and the performance periods outlined in said Attachment. 3. DESIGNATE the General Manager, RAP, or designee, as the agent to conduct all negotiations, execute and submit all grant documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the acceptance and use of Measure A funding for the Projects. 4. AUTHORIZE the Chief Accounting Employee, RAP, or designee, to establish the necessary account and/or to appropriate funding received within the “Measure A Projects and Programs” Fund No. 63T, if awarded, in the approximate amount of $4,630,000. 5. AUTHORIZE the RAP to make necessary technical adjustments to carry out the intent of said LAFKSC report. Fiscal Impact Statement: The LAFKSC reports that there is no anticipated General Fund impact as Measure A RPOSD grant funding does not require matching funds.
