The City Council may recess to Closed Session, pursuant to
Government Code Section 54956.9(d)(1), to confer with its legal
counsel relative to the case entitled Garry Matthews, et al. v. City of
Los Angeles, et al., United States Central District Court Case No. 2:22-
cv-02944-FLA (MARx) [This matter concerns allegations the City’s pre-
June 23, 2022 “good cause” standard for the Chief of Police, Los
Angeles Police Department, to issue Concealed Carry Weapons
permits (CCWs) violated the Second Amendment of the United States
Constitution.]
(The Budget and Finance Committee considered the above matter
in Closed Session on October 6, 2026.)

CODE OF CIVIL PROCEDURE SECTION 1094.5 - If a Council action is subject to judicial challenge pursuant to Code of Civil
Procedure Section 1094.5, be advised that the time to file a lawsuit challenging a final action by the City Council is limited by Code
of Civil Procedure Section 1094.6 which provides that the lawsuit must be filed no later than the 90th day following the date on which
the Council's action becomes final.
