AD HOC COMMITTEE ON THE 2028 OLYMPIC AND PARALYMPIC
GAMES REPORT relative to a report on the FIFA World Cup public
watch parties and fan festivals in order to capture best practices and
identify areas for improvement to prepare for similar events for the
LA28 Olympic and Paralympic Games.
Recommendation for Council action, pursuant to Motion (Rodriguez -
Hernandez):
INSTRUCT the City Administrative Officer (CAO), Chief Legislative
Analyst (CLA), with assistance from the Mayor's Office, and the
Department of Recreation and Parks and any other relevant
departments, to report on the planning and execution of the FIFA
World Cup public watch parties and fan festivals, including, but not
limited to:
• An overview of all City-supported FIFA World Cup watch parties
and fan festivals, including attendance estimates, locations, and
participating departments
• An assessment of public safety operations and crowd
management
• A review of any traffic management
• An assessment of ADA compliance and accommodations for
visitors with disabilities
• Multilingual communications for outreach
• A summary of community outreach efforts and feedback
received from residents, businesses, neighborhood councils,
and event attendees
• Local business activity associated with the events
• A review of permitting processes and recommendations to
improve efficiency for future large-scale public events
• An assessment of all City costs or reimbursements associated
with the events
• Recommendations for improving planning, coordination,
communications, sustainability, and operational readiness for
future international sporting events and large public gatherings
Fiscal Impact Statement: Neither the CAO nor the CLA has completed
a financial analysis of this report.
