8. City Council: Staff recommends the City Council approve a Professional 26-1640 Services Agreement with Nielsen Construction California, Inc., in an amount not to exceed $698,907, for Phase 1 design-build services for the Fire Training Center Modular Building Replacement project; authorize the City Engineer to execute change orders up to a 15 percent contingency, in an amount not to exceed $104,837, for total compensation not to exceed $803,744, and authorize the City Manager to execute the agreement upon receipt of all supporting documents.
