9. City Council: Staff recommends that the City Council approve a 26-1703 Professional Services Agreement (PSA) with Deckard Technologies, Inc. in the amount of $269,539 for a three-year term with an option to extend for two additional one-year terms for short term rental (STR) monitoring, compliance and registration services and Transient Occupancy Tax (TOT) registration and compliance services; appropriate $85,500 from the General Fund Unassigned Fund Balance; approve an ongoing increase to the General Fund budget for $85,500 annually; and authorize the City Manager to execute the agreement.
