(7) 26-0580 CD 7 CATEGORICAL EXEMPTION AND RELATED CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FINDINGS, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT, RESOLUTION, and ORDINANCE FIRST CONSIDERATION relative to a General Plan Amendment and Zone Change for the property located at 16300 Foothill Boulevard. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. DETERMINE, based on the whole of the administrative record, that the Project is exempt from CEQA pursuant to State CEQA Guidelines, Article 19, Section 15332, Class 32, and there is no substantial evidence demonstrating that an exception to a categorical exemption applies pursuant to CEQA Guidelines, Section 15300.2 applies. 2. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC) as the Findings of Council. 3. ADOPT the accompanying RESOLUTION for a General Plan Amendment to amend the land use designation from Limited Industrial to Public Facilities for the entire site. 4. PRESENT and ADOPT the accompanying ORDINANCE dated September 10, 2026, effectuating a Zone Change from [Q]M1-1 to (T)PF-1, pursuant to Los Angeles Municipal Code Chapter 1 Section 12.32 and Chapter 1A Section 13B.1.4; for the construction, use, and maintenance of a new two-story Los Angeles Fire Department fire station (Station No. 31) on a 35,067 square-foot vacant property; located at 16300 West Foothill Boulevard. Applicant: Department of Public Works, Bureau of Engineering Representative: Tammy Sam Case No. CPC-2026-3542-GPA-ZC Fiscal Impact Statement: The LACPC reports that there is no General Fund impact as administrative costs are recovered through fees.
