(14) 23-1210 TRANSPORTATION COMMITTEE REPORT relative to updating the guidelines for signal phasing and timing. Recommendations for Council action: 1. NOTE and FILE the August 17, 2026 Los Angeles Department of Transportation report. 2. INSTRUCT the Los Angeles Department of Transportation (LADOT) to report back to Council in 90 days with updated guidelines for signal operations, leading pedestrian intervals, scramble crosswalks, and No Turn On Red restrictions. Fiscal Impact Statement: The LADOT reports that there is no impact to the General Fund since the August 17, 2026 LADOT report is informational.
