(7) 26-1093 PUBLIC SAFETY COMMITTEE REPORT relative to restructuring the Aboveground Petroleum Storage Act fee categories in the Los Angeles Fire Department Certified Unified Program Agency Schedule of Cost of Special Services and related amendments to the Fire Code. Recommendations for Council action: 1. APPROVE the proposed Aboveground Petroleum Storage Act fee category structure as detailed in the Board of Fire Commissioners report dated August 6, 2026. 2. REQUEST the City Attorney to prepare and present an Ordinance adding and/or amending provisions of the Los Angeles Municipal Code, Chapter 5, Article 7, to implement the revised Aboveground Petroleum Storage Act fee category structure. Fiscal Impact Statement: The Board of Fire Commissioners reports that the proposed Aboveground Petroleum Storage Act fee category restructuring has no fiscal impact and maintains full revenue neutrality. The restructuring improves alignment between fee classifications and regulatory workload drivers, enhances transparency, strengthens cost-recovery defensibility, and improves tracking and reporting efficiency. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
