(12) 25-1210 ARTS, PARKS, AND CITY FACILITIES and BUDGET AND FINANCE COMMITTEES’ REPORT relative to grant funding from the California State Preschool Program (CSPP) Fiscal Year (FY) 2026-27 Local Agreement for Child Development Services Contract No. CSPP-6167, for subsidized preschool services. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Department of Recreation and Parks (RAP), retroactively, to enter into and accept the California Department of Education (CDE) CSPP FY 2026-27 Local Agreement for Child Development Services Contract No. CSPP-6167 (Grant), in the form included as Attachment 1 of the Board of Recreation and Park Commissioners (Board) report dated August 20, 2026, attached to the Council file, which includes the CSPP General Terms and Conditions and Contract Terms and Conditions for FY 2026-27, for subsidized preschool services at RAP's licensed preschools, subject to approval as to form of the General Terms and Conditions and Contract Terms and Conditions by the City Attorney. 2. AUTHORIZE the General Manager, RAP, or designee, to accept and receive continued funding from CDE, if awarded, in the amount of $950,743 under the FY 2026-27 CSPP for subsidized preschool services at RAP's licensed preschools, and any subsequent amendments to such funding not to exceed $25,000 per grant award, in compliance with Los Angeles Administrative Code Section 14.8(b)(1)(A), subject to the approval of the Mayor and City Council. 3. DESIGNATE the General Manager, RAP, or designee, as the agent to conduct all negotiations, execute and submit all grant documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the acceptance and use of Grant funds. 4. AUTHORIZE the Chief Accounting Employee, RAP, or designee to: a. Establish the necessary accounts and/or to appropriate funding received within Recreation and Parks Grant Fund No. 205 to accept the FY 2026-27 CSPP Grant for continued funding from CDE in the amount of $950,743 for RAP’s licensed preschools, or any amount awarded in subsequent amendments to the Grant. b. Make any technical changes, as may be necessary, to effectuate the intent of said Board report. Fiscal Impact Statement: The Board reports that there is no anticipated fiscal impact to RAP’s General Fund, as acceptance of the CSPP grant from CDE does not require the RAP to provide matching funds. If approved, the grant will provide funding to continue subsidized preschool programs at RAP’s licensed preschools.
