7. INTRODUCE AND WAIVE FIRST READING OF ORDINANCE NOS. 2498 AND 2499 AMENDING THE MONTEBELLO MUNICIPAL CODE REGARDING BUSINESS LICENSE MODIFICATION, SUSPENSION, AND REVOCATION PROCEDURES AND ADMINISTRATIVE APPEAL PROCEDURES RECOMMENDATION: It is recommended that the City Council: 1. Introduce and waive first reading of Ordinance No. 2498, amending Chapter 5.04, titled Business Licenses Generally, of the Montebello Municipal Code (“MMC”) to modify the process for the modification, suspension, and revocation of business licenses and permits' and 2. Introduce and waive first reading of Ordinance No. 2499, amending Section 1.14.050 of Chapter 1.14, titled Administrative Fines and Penalties, of the MMC to establish the effect of failing to timely and properly file an administrative appeal; and 3. Determine and find that the proposed amendments are exempt from the California Environmental Quality Act (“CEQA”) pursuant to the common-sense exemption set forth in CEQA Guidelines Section 15061(b)(3); and 4. Take such additional related action as may be desirable.
