16. APPROVE REINSTATMENT AND CONTINUATION OF THE RECRUITMENT INCENTIVES PROGRAM FOR QUALIFIED POLICE OFFICERS AND POLICE DISPATCHERS RECOMMENDATION: It is recommended that the City Council: 1. Approve the reinstatement of the Police Department's recruitment incentive program for qualified Police Officers and Police Dispatchers, including referral bonuses for eligible current employees through June 30, 2027; and 2. Authorize the City Manager to extend the recruitment incentive program by one (1) additional year, through 3. Take such additional, related action that may be desirable.
