8. AUTHORIZE THE APPLICATION TO AND PARTICIPATION IN THE PROHOUSING DESIGNATION PROGRAM ADMINISTERED BY THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 26-76 authorizing the Director of Planning and Community Development to submit an application on behalf of the City of Montebello to the California Department of Housing and Community Development (“HCD”) for participation in the State Prohousing Designation Program (“PDP”) and to provide all supporting documents and information deemed necessary and appropriate to participate in the PDP as may be requested by HCD; and 2. Determine and find that this action does not constitute a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) (Organizational or Administrative Activities of Government) of the CEQA Guidelines; and 3. Take such additional, related, action that may be desirable.
