10.D. Award of Professional Services Agreement to Craftwater Engineering, Inc. for the Garvey Ranch Park Trail System Planning and Design Services, CIP No. 95074 It is recommended that the City Council consider: 1. Authorizing the City Manager to execute a professional services agreement with Craftwater Engineering, Inc., in a form approved by the City Attorney, for the development of concepts, environmental analysis and Plans, Specifications and Engineer’s estimate, in an amount not to exceed $419,950; 2. Authorizing the Public Works Director to approve change orders within the scope of the agreement in an amount not to exceed $42,000 (10% of the original contract amount); and 3. Taking such additional, related, action that may be desirable. CEQA (California Environmental Quality Act): As part of the scope of work, Craftwater Engineering, Inc. will provide environmental analysis to assist the City in determining the appropriate environmental environmental review for the proposed trail improvements The City Council's action is limited to approving an agreement for planning, environmental review, and design services. The action does not approve construction of the proposed trail improvements or commit the City to a particular project design. Accordingly, the action is not a project under the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15378(b)(5). The City will complete any required CEQA review before considering approval of the proposed trail improvements.
