C Consideration and possible action to conduct a public hearing to consider\nadopting Resolution No. 24-19 – A Resolution adopting policies and\nprocedures for distributing economic development funds to business and/or\nproperty owners participating in the Economic Development Business\nAssistance Plan, and superseding Resolution No. 22-34.\nCEQA: The City reviewed the environmental impacts of this activity under the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq.\n“CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs.\n§§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines §§ 15060(c)(2),\n15061(b)(3), and 15378 exempt activities that will not result in a direct or\nreasonably foreseeable indirect physical change in the environment, activities\nwhere there is possibility that it may have a significant effect on the environment,\nand activities that do not constitute a “project” as defined, respectively. This\nResolution is for general policies and procedure-making. Any subsequent funding\nrequest made pursuant to the Plan ordinance will be evaluated separately under\nthe CEQA Guidelines. Accordingly, this Resolution is exempt from further review.\nRecommendation to City Council: 1) Open the public hearing, take testimonial and\ndocumentary evidence, and after considering the evidence, adopt Resolution\nNo.24-19; or 2) Alternatively, discuss and take other action related to this item.\n11 PUBLIC HEARINGS – Continued
