3. AUTHORIZE THE CITY MANAGER TO EXTEND CONTRACT 31,568 WITH TRC ENGINEERING\nSERVICES, LLC TO CONDUCT QUALITY CONTROL INSPECTIONS FOR THE PASADENA TRANSIT AND\nDIAL-A-\nRIDE FLEET (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is not a project subject to the California Environmental Quality Act\n(CEQA) pursuant to Section 21065 of CEQA and Sections 15060 (c)(2), 15060 (c)(3), and 15378 of the State\nCEQA Guidelines\nand, as such, no environmental document pursuant to CEQA is required for the project;\n(2) Authorize the City Manager to extend Contract 31,568 with TRC Engineering Services, LLC for six\nmonths for a total contract period of January 1, 2020, through December 31, 2024, to conduct inspections of the\nPasadena\nTransit and Pasadena Dial-A-Ride fleet within the current not to exceed contract amount of $130,085; and\n(3) Grant the proposed contract extension an exemption from the Competitive Selection process pursuant\nto Pasadena Municipal Code Section 4.08.049(B) contracts for which the City’s best interests are served.\nTPA
