1. AUTHORIZATION TO ENTER INTO A CONTRACT WITH MICHAEL BAKER INTERNATIONAL FOR A\nNOT-TO-EXCEED AMOUNT OF $1,000,000 FOR THREE YEARS WITH TWO OPTIONAL ONE-YEAR\nEXTENSIONS, TO PROVIDE ENVIRONMENTAL COORDINATOR AND PLANNING SERVICES FOR THE\nPLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT (Planning Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed herein are exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3);\n(2) Authorize the City Manager to enter into a contract, without competitive bidding pursuant to City\nCharter Section 1002(F), contracts for professional or unique services, with Michael Baker International, Inc. for\nenvironmental\ncoordinator and planning services in an amount not to exceed $1,000,000 for an initial three-year term;\n(3) It is further recommended that the City Council grant the proposed contract an exemption from the\nCompetitive Selection process pursuant to Pasadena Municipal Code Section 4.08.049(B) contracts for which the\nCity’s best\ninterests are served; and\n(4) Authorize the City Manager to extend the contract for up to two additional one-year periods in the\namount not to exceed $500,000 per year.\nTPA
