11. MUNICIPAL SERVICES COMMITTEE: SET A DATE OF JUNE 3, 2024, TO CONDUCT A PUBLIC\nHEARING FOR RECOMMENDED WATER RATE STRUCTURE AND RATE ADJUSTMENTS (Public Works\nDept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is not a project subject to the California Environmental Quality Act\n(CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State\nCEQA\nGuidelines and, as such, no environmental document pursuant to CEQA is required for the project;\n(2) Set a public hearing for June 3, 2024, regarding proposed water rate structure and rate adjustments,\nto be effective beginning July 1, 2024, or as soon as practicable thereafter; and\n(3) Direct the Water and Power Department to mail notices of public hearing set for June 3, 2024,\nregarding proposed water rate structure and rate adjustments.\nMUNICIPAL SERVICES COMMITTEE RECOMMENDATION: On March 26, 2024, with one member\nabsent, the Municipal Services Committee (“MSC”) unanimously approved the staff recommendation to the City\nCouncil.
