B. Approval of Design Concept for Affordable Housing Development located on City-owned Site located\nat 1318 Fourth Street and Negotiate Ground Lease and Disposition and Development Agreement\nRecommended Action\nStaff recommends that the City Council:\n1. Select Design Concept #1 for the affordable housing development located at 1318 Fourth\nStreet, Santa Monica, CA 90401 (PS3) – 122 apartments with 2 levels of underground\nparking;\n2. Direct staff to proceed with negotiations of the Ground Lease and Disposition and\nDevelopment Agreement (DDA) with developer EAH, Inc.; and\n3. Adopt a finding of no possibility of significant effect on the environment for providing\ndirection on development concept pursuant to Section 15061(b)(3) (Common Sense\nExemption) of the California Environmental Quality Act (CEQA) Guidelines and find that\nthe future development of affordable housing on the City-owned properties at 1318\nFourth Street is consistent with the certified 6th Cycle Housing Element Environmental\nImpact Report (State Clearinghouse No. 2020100575).\nStaff Report Printout\na.
