12. Empowering the Jail Closure Implementation Team\nRecommendation as submitted by Supervisors Horvath and Solis: Direct the\ntransfer of the Jail Closure Implementation Team (JCIT), including any staff\npositions, administrative support, funding, and contracts, to the Chief Executive\nOffice, no later than June 30, 2024; direct the Chief Executive Officer, in\nconsultation with the Director of Justice, Care, and Opportunities, to report\nback to the Board in writing in 60 days, with an organizational and staffing plan,\nincluding concrete timelines for JCIT to operate within the Chief Executive\nOffice (CEO), with sufficient staff and administrative resources to organize,\nprioritize, manage, and develop, detailed written plans for the closure of the\nMen’s Central Jail (MCJ), with the report to include, at a minimum, sufficient\nresources for JCIT to act as the County’s in-house MCJ closure expert, with\nsufficient staff to organize, prioritize, and make detailed recommendations\nabout which plans should move forward, and be funded, and when, and the\nreport should explicitly state that any funding or resources previously provided\nto the Justice, Care and Opportunities Department (JCOD) for JCIT, will be\nreturned to the CEO exclusively for JCIT; and take the following actions:\nReaffirm that JCIT will continue to take full responsibility for the\nimplementation of the closure of MCJ and has complete authority from\nthe Board to effectuate the closure of MCJ, as directed in this motion,\nand in previous motions by this Board;\nInstruct the JCIT, upon the transition to the CEO, to convene the Sheriff’s\nDepartment, the Departments of Health Services, Mental Health, and\nPublic Health, the District Attorney’s Office, the Public Defender, the\nAlternate Public Defender, and the Medical Examiner, for the purpose of\ndeveloping an integrated timeline for when JCIT will finalize the first\nphase of substantive plans for how the County will take steps towards the\nclosure of MCJ, and instruct the JCIT to report back to the Board in\nwriting, within 90 days of it moving to the CEO, with detailed timelines\nand recommendations;\nInstruct JCIT to report back to the Board in writing every 90 days\nthereafter, with updates describing the detailed substantive plans for the\nclosure of MCJ that it has developed with County Departments and\nstakeholders;\nInstruct the Directors of Health Services, Mental Health and Public Health\nto report back to JCIT in writing, in 120 days, and every 90 days\nthereafter, with detailed plans describing how its efforts to build\ncommunity beds can assist the County in its goal of depopulating the jails\nand closing MCJ, including but not limited to, detailed descriptions of\nefforts currently underway and their anticipated impact on the jail\npopulation, detailed plans to increase beds and services based on need,\ndetailed descriptions of the funding currently being spent on these efforts\nand anticipated funding needs, policies and procedures that describe\nhow those in-custody are considered for placement in those beds so that\nJCIT has sufficient data to understand the potential impact of the\ndevelopment of those beds on those currently incarcerated as compared\nto other types of beds;\nRequest the District Attorney, and instruct the Public Defender, the\nAlternate Public Defender and Medical Examiner, to report back to JCIT\nin writing in 120 days, and every 90 days thereafter, with detailed plans\ndescribing how its efforts to improve criminal case processing can assist\nthe County in its goal of reducing a person’s length of stay where\nappropriate, with the goal of moving individuals out of jail and into more\nappropriate settings, and closing MCJ, including but not limited to,\ndetailed descriptions of efforts currently underway and their anticipated\nimpact on efficiencies in criminal case processing, detailed descriptions\nof the funding currently being spent on these efforts and anticipated\nfunding needs, policies, and procedures that maximize criminal case\nprocessing efficiencies without compromising the quality of those\nservices so that JCIT has sufficient information to understand the\npotential impact of those efforts on length of stay in custody;\nInstruct the JCIT to provide a verbal presentation to the Board every six\nmonths on the progress towards closing MCJ based on the\nimplementation plans to be developed; and\nInstruct the Chief Executive Officer, in collaboration with County\nCounsel, to inform the courts of the transfer of JCIT and its relevant\noperations from JCOD to the CEO upon completion of the transfer.\n(24-0679)
