11. Proclaiming April as “Child Abuse Prevention Month” in Los Angeles\nCounty\nRecommendation as submitted by Supervisors Horvath and Mitchell: Proclaim\nthe month of April 2024 as “Child Abuse Prevention Month” throughout Los\nAngeles County, and recognize the professionals and volunteers who work\ntirelessly to promote the safety, joy and well-being of children and families; and\ntake the following actions:\nDirect the Chief Executive Officer to work with the Interim Executive\nDirector of the Los Angeles County Prevention and Promotion Governing\nCommittee and the Director of Children and Family Services, to report\nback to the Board in writing in 60 days on the feasibility of increased\nstaffing and funding to support the County’s Mandated Supporter\nInitiative work, with the report to include exploring existing positions within\nthe Department of Children and Family Services (DCFS) that can be\nused for this purpose;\nInstruct the Director of Health Services to work with the Executive\nDirector of the Inter-Agency Council on Child Abuse and Neglect, and\nthe Directors of Public Health and Children and Family Services, to\nreport back to the Board in writing in 60 days with a feasibility plan for a\none-year pilot program (Pilot) at Olive View-UCLA Medical Center (Olive\nView) to provide a crib for every child born at Olive View who does not\nhave a safe sleep environment at home, with the report to include options\nfor crib storage, distribution and purchasing, a timeline for the pilot\nproject (preferably in 2024), and a general estimate of the number of\ncribs to be distributed along with an estimated cost for the Pilot at Olive\nView, followed by a second-year Pilot at Harbor UCLA, the report should\nalso identify any third-party agencies or community-based organizations\ncurrently under contract with DCFS that could potentially administer the\nprogram in partnership with the Department of Health Services;\nInstruct the Director of Children and Family Services and the Chief\nExecutive Officer, through its County Communications Branch, to work\nwith the Executive Director of the Inter-Agency Council on Child Abuse\nand Neglect and First 5 LA, to increase public awareness and support\nthe Infant Safe Sleep Campaign, which promotes safe sleeping practices\nby all infant caregivers;\nInstruct all County Departments to work with the Executive Director of the\nInter-Agency Council on Child Abuse and Neglect, to renew the\ndeclaration of the County as a No-Hit Zone in recognition of the need to\nprevent the damaging physical and emotional impact of hitting, and in\naccordance with the declaration, all County Departments and contracted\nagencies shall continue to post the No-Hit posters and share information\nabout the negative effects of hitting with the clients and families they\nserve; and\nCommend the Inter-Agency Council on Child Abuse and Neglect\nAssociates for over 40 years of sponsoring the Child Abuse Prevention\nChildren’s Poster Art contest and recognize the student finalists and\nwinners of the 2024 Poster Art Contest for their talent and participation.\n(24-1240)
