58. Downey Laboratory Expansion and Renovation Project\nRecommendation: Approve the proposed Downey Laboratory Expansion and\nRenovation Project, Capital Project No. 87889, (Project), located at 12750\nErickson Avenue in the City of Downey (4), with a total project budget of\n$33,020,000; adopt plans and specifications that are on file with Public Works\nfor construction of the project; advertise for bids to be received before 11:00\na.m. on May 14, 2024; find that the project is exempt from the California\nEnvironmental Quality Act; and authorize the Director of Public Works to take\nthe following actions: (Department of Public Works) ADOPT\nExecute a consultant services agreement with the apparent lowest\nresponsive and responsible bidder to prepare a baseline construction\nschedule for an amount no to exceed $10,000 funded by existing project\nfunds; and\nDetermine that a bid is nonresponsive and reject a bid on that basis,\naward to the next lowest responsive and responsible bidder; waive\ninconsequential and nonmaterial deficiencies in bids submitted,\ndetermine whether the apparent lowest responsive and responsible\nbidder has timely prepared a satisfactory baseline construction schedule\nand satisfied all conditions for contract award, and to award and execute\nthe construction contract to the apparent lowest responsive and\nresponsible bidder, if the low bid, including the potential additive\nalternate, can be awarded within the approved total project budget, to\nestablish the effective date of the contract upon receipt by the\nDepartment of Public Works of acceptable performance and payment\nbonds and evidence of required contractor insurance, and to take all\nother actions necessary and appropriate to deliver the project.\n(24-1129)
