59. On-Call Emergency Facilities Repair Services for County Highway and\nRoad Facilities Award Construction Contracts\nRecommendation: Award and authorize the Director of Public Works, acting as\nthe Road Commissioner, to execute two separate construction contracts for a\nthree-year term, plus two one-year extension options with Michael Prlich &\nSons, Inc., and Sully-Miller Contracting Company, for on-call emergency\nfacilities repair and related services for County highway and road facilities for a\nnot-to-exceed total aggregate program amount of $15,000,000 for the entire\nmaximum contract term of five-years, subject to the additional extension\nprovisions specified below; find that the recommended actions are not a project\npursuant to the California Environmental Quality Act; and authorize the Director\nof Public Works to take the following actions: (Department of Public Works)\nAPPROVE\nAuthorize additional services and extend the contract expiration date as\nnecessary to complete those additional services when those additional\nservices are previously unforeseen, related to a previously assigned\nscope of work on a given project, and are necessary for the completion\nof that given project;\nSupplement the initial not-to-exceed total aggregate program amount of\n$15,000,000 by up to 15%;\nExecute two one-year extension options on the two separate contracts at\nthe discretion of the Road Commissioner for County highway and road\nfacilities services based upon workload demands and the level of\nsatisfaction with the services provided;\nApprove and execute amendments to incorporate necessary changes\nwithin the scope of work and to suspend work if, in the opinion of the\nRoad Commissioner, it is in the best interest of the Department of Public\nWorks; and\nDirect work to be performed on County highways and road facilities\nunder the agreements for work that exceeds $25,000 when its\ndetermined that the work is necessitated by the imminence or\noccurrence of a landslide, flood, storm damage, or other emergencies\nand the public interest and necessity demands immediate action to\nsafeguard life, health, or property.
