ZA-2013-3923-CDP-SPPA-SPP-1A Council District: 11 – Park\nCEQA: ENV-2013-3924-CE **Last Day to Act: 02-28-23\nPlan Area: Venice\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 15 West Westwind Street\nPROPOSED PROJECT:\nThe remodel and addition to an existing two-story, four-unit apartment building with two two-car garages\nresulting in a two-story, approximately 4,631 square-foot four-unit apartment building with a mezzanine\nlevel, rooftop deck and four, two-car garages (for a total of eight parking spaces) in the Dual Permit\nJurisdiction of the Coastal Zone.\nAPPEAL:\nAn appeal of the September 25, 2019 Zoning Administrator’s determination which:\n1. Determined, based on the whole of the administrative record, that the Project is exempt from the\nCalifornia Environmental Quality Act pursuant to CEQA Guidelines, Section 15301, and there is no\nsubstantial evidence demonstrating that any exceptions contained in Section 15300.2 of the State\nCEQA Guidelines regarding location, cumulative impacts, significant effects, unusual circumstances,\nscenic highways, hazardous waste sites or historic resources applies;\n2. Approved, pursuant to Section 12.20.2 of the Los Angeles Municipal Code (LAMC), a Coastal\nDevelopment Permit authorizing the remodel and addition to an existing two-story, four-unit apartment\nbuilding with two two-car garages resulting in a two-story, approximately 4,631 square-foot four-unit\napartment building with a mezzanine level, rooftop deck and four, two-car garages (a total of eight\nparking spaces) in the Dual Jurisdiction of the Coastal Zone;\n3. Approved, pursuant to the LAMC Section 11.5.7 E, a Specific Plan Project Permit Adjustment to allow\na maximum height of 30 feet eight inches, in lieu of the maximum 28 feet otherwise permit along a\ndesignated Walk Street;\n4. Approved, pursuant to LAMC Section 11.5.7, a Project Permit Compliance Review for a project on a\nWalk Street within the Venice Coastal Zone Specific Plan; and\n5.
