8. Increasing Housing Accessibility by Providing Protections for Tenants\nwith Permanent Disabilities\nRecommendation as submitted by Supervisor Mitchell: Instruct the Director of\nConsumer and Business Affairs, in consultation with County Counsel, to report\nback to the Board in 120 days with an ordinance amending County Code, Title\n8 - Consumer Protection, Business and Wage Regulations, Chapter 8.52, Rent\nStabilization and Tenant Protections, to require owners of residential real\nproperty to permit tenants in fully covered rental units, who are not subject to\neviction for nonpayment of rent and who have a permanent physical disability\nrelated to mobility, to move to an available comparable or smaller fully covered\nrental unit on an accessible floor of the property if certain conditions are met, in\naccordance with Assembly Bill 1620; and take the following actions:\nInstruct the Director of Consumer and Business Affairs, in consultation\nwith County Counsel and other relevant Department Heads, to report\nback to the Board in writing in 120 days with recommendations to\nimplement the amended ordinance, including operational impacts,\nenforcement, remedies, funding and staffing needs, and timeline;\nAuthorize the Director of Consumer and Business Affairs to engage\nconsultants, as needed, to carry out the directives of this motion; and\nInstruct the Director of Aging and Disabilities, in partnership with the\nDirector of Consumer and Business Affairs, to share information with\ntheir clients about tenant and property owner protections and\nresponsibilities.
