Energy and Environmental Services Grants\nRecommendation: Authorize the Interim Director of Internal Services to accept\n$4,000,000 from the California Energy Commission for calendar year (CY)\n2024 through 2028 to implement the Reliable, Equitable, and Accessible\nCharging for Multi-family Housing 2.0 (REACH 2.0) program, accept\n$1,300,000 from the California Department of Food and Agriculture for CY\n2024 through 2027 to implement the Healthy Stores Refrigeration grant\nprogram, accept $7,325,000 from the California Air Resources Board for CY\n2024 through 2027 to implement the Sustainable Transportation Equity Project,\naccept $1,300,000 from the United States Department of Energy for CY 2024\nthrough 2027 to implement the Energy Efficiency and Conservation Block Grant\nprogram; and authorize the Interim Director of Internal Services to take the\nfollowing actions: (Internal Services Department) APPROVE 4-VOTES\nExecute contractual agreements with contractors, community-based\norganizations, and other public agencies to implement and administer the\nfour grant programs;\nExecute a budget and funding agreement with the corresponding listed\nagencies for each grant program to allow for the disbursement of funds\nto the County; and\nApprove a Fiscal Year 2023-24 appropriation adjustment of $250,000 in\nthe Utilities budget to support the initial award to implement these\nprograms.
