90. Temporary Appointment, Without Reinstatement, of Retired County\nEmployee\nRecommendation: Certify that it is necessary for recently retired employee,\nRobert L. Grindle, who possesses extensive and unique expertise, to\nimmediately return as a 120-day temporary employee to provide critically\nneeded project management and construction management services for the\nCounty; appoint Mr. Grindle to serve as a 120-day temporary employee without\nreinstatement from retirement; waive the 180-day waiting period required under\nthe California Public Employees’ Pension Reform Act of 2013; and approve the\nDirector of Public Works’ request that Mr. Grindle be employed as a Senior\nCivil Engineer at a rate of $81.36 per hour for up to 960 total hours of work in a\nfiscal year.
