Employ a Retired County Employee on a Temporary Basis\nRecommendation: Appoint retired County employee, Susan Herman, to\nserve as a 120-day temporary employee without reinstatement from\nretirement, waive the 180-day waiting period required under the California\nPublic Employees’ Pension Reform Act of 2013; approve the Director of\nPublic Works’ request that Susan Herman be employed as Public Works\nConsultant II at a rate of $101.46 per hour for up to 960 total hours of work\nin each fiscal year; and certify that it is necessary for recently retired\nDepartment of Public Works employee, Susan Herman, who possesses\nextensive and unique expertise, to immediately return as a 120-day\ntemporary employee to provide critically needed expertise on the\nhigh-profile homelessness initiatives in the County.
