40. Early Action Implementation for Los Angeles County Urban Forest\nManagement Plan Grant Funding\nRecommendation: Authorize the Director of Public Works to accept grant\nfunds up to $8,000,000 from the United States Department of Agriculture's\nUrban and Community Forestry Program for the Early Action\nImplementation for Los Angeles County Urban Forest Management Plan to\naddress the urban tree canopy deficit within disadvantaged communities in\nthe unincorporated County (1, 2, 4 and 5), file and execute any necessary\napplications, contracts, certifications and assurances, agreements, reports,\nand amendments, including extensions of time to complete the project or\nprogram, minor changes in project scope, and alterations in the grant\namount, or any other required documents with the United States\nDepartment of Agriculture on behalf of the County related to the grant, and\nsign and submit requests for payment from the United States Department of\nAgriculture; and find that the proposed actions are not a project under the\nCalifornia Environmental Quality Act.
