56. County Code, Title 8 - Consumer Protection, Business and Wage\nRegulations Amendment\nOrdinance for adoption amending County Code, Title 8 - Consumer\nProtection, Business and Wage Regulations, to create the Rental Housing\nHabitability Program, this ordinance centralizes and expands the inspection\nprocess that enforces State and County habitability requirements, requires\nroutine inspections of every Rental Housing Unit within the unincorporated\nareas of the County to take place every four years, in addition to any\ncomplaint-based inspections, creates the position of County Housing\nProgram Chief with the authority to administer and enforce the Rental\nHousing Habitability Program, and develop policies, rules and regulations to\naid in enforcement, creates an enforcement system that allows for\ninspections, notices of violations, and orders to comply, together with the\nability to issue fines, penalties, and other remedies to obtain compliance,\nand provides for a two-level administrative hearing review process involving\nan initial administrative hearing as well as a second level appeal.
