30. Public Health Emergency Preparedness Contracts\nRecommendation: Authorize the Director of Public Health to accept and\nimplement a forthcoming award from the Centers for Disease Control and\nPrevention (CDC), Assistance Listing Number 93.069, to support Public\nHealth Emergency Preparedness (PHEP) for Year 1 of an anticipated\nfive-year award beginning July 1, 2024 through June 30, 2029, at an\nestimated annual amount of $25,000,000, as determined by the CDC; and\nauthorize the Director to take the following actions: (Department of Public\nHealth) APPROVE\nAccept additional funding that may be issued from various funders as\nnew awards in the event of a pandemic, emerging infectious disease\noutbreak, or an all-hazards or other public health emergency, at\namounts to be determined by the funding entity;\nAccept future awards that are consistent with the requirements of the\naward and amendments to the awards that extend the term at\namounts to be determined by the funding entity and/or provide an\nincrease or decrease in funding;\nAccept future amendments that are consistent with the requirements\nof the awards that reflect non-material and/or ministerial revisions to\nthe award’s terms and conditions and allow for the rollover of unspent\nfunds and/or redirection of funds;\nExecute sole source contracts with the Cities of Long Beach,\nPasadena and Los Angeles for the term of July 1, 2024 through June\n30, 2025, with four one-year extension options through June 30,\n2029, at annual maximum obligations to be determined by the\nDirector and dependent on availability of funding, for Public Health\nEmergency Preparedness and Response services;\nExecute one or more competitively solicited contract(s), sole source\ncontract(s), or amendments to existing service contracts related to\npublic health emergency preparedness, response, and recovery, with\ncontract maximum obligations not to exceed $600,000 annually per\nservice contract, funded by sources to include, but not limited to, the\nCDC, California Department of Public Health (CDPH), Department of\nHomeland Security, and/or Measure B;\nExecute amendments to the contracts that extend the term, allow the\nrollover of unspent contract funds, if allowable by the funding source,\nallow reallocation of funds between budgets, provide an increase or\ndecrease in funding up to 10% above or below the annual base\nmaximum obligation effective upon execution, update the statement\nof work and/or scope of work, as necessary, and/or correct errors in\nthe terms and conditions;\nExecute change notices to the contracts that authorize modifications\nto the budget with corresponding modifications to the statement of\nwork and/or scope of work, that are within the same scope of\nservices, as necessary, and/or changes to hours of operation and/or\nservice locations;\nImmediately suspend or terminate the contracts upon issuing a\nwritten notice to contractors who fail to fully comply with contractual\nrequirements and terminate contracts for convenience by providing a\n30-calendar day advance written notice to contractors;\nPurchase food and beverages for 10 public health emergency\nvolunteer preparedness trainings, drills, and exercises scheduled\nannually in amounts not to exceed $3,525 per training, with an\nestimated 100 attendees, 100% offset by CDC or CDPH funding; and\nPurchase food and beverages for up to eight community stakeholder\nworkshops annually in amounts not to exceed $3,525 per workshop\nwith an estimated 100 attendees, 100% offset by CDC or CDPH\nfunding.
