49. Negotiated Property Tax Exchange Joint Resolution\nRecommendation: Acting as the Governing Body of the County, the LA\nCounty Library, the Consolidated Fire Protection District, and the County\nWaterworks District No. 40, Antelope Valley, adopt the Negotiated Property\nTax Exchange Joint Resolution approving and accepting the negotiated\nexchange of property tax revenue resulting from Annexation 40-159\n(4-215), Local Agency Formation Commission Designation 2023-05, on\nbehalf of the County, the LA County Library, the Consolidated Fire\nProtection District, and the County Waterworks District No. 40, Antelope\nValley (5); authorize the Director of Public Works, the County Librarian, and\nthe Fire Chief, on behalf of the County, the County Waterworks District No.\n40, Antelope Valley, the LA County Library, and the Consolidated Fire\nProtection District, to take all actions necessary to effectuate the Negotiated\nProperty Tax Exchange Joint Resolution; and find that the adoption of the\nNegotiated Property Tax Exchange Joint Resolution, is either not a project,\nor is exempt, from the California Environmental Quality Act.
