Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines;\n2. Award RFP #394 to Flock Safety for the installation, leasing, maintenance,\nand support for 54 ALPR cameras for the Police Department;\n3. Award RFP #393 to Constant Technologies for the design, installation, and\nintegration of video displays and workspace consoles for the Santa Monica\nAnalytical Real Time Center (SMART Center) for the Police Department;\n4. Authorize the City Manager to negotiate and execute an agreement with\nFlock Safety, for the leasing of 54 ALPR cameras in an amount not to exceed\n$494,100. This sum includes installation, maintenance, and support through\nDecember 31, 2026, with future year funding contingent on Council Budget\napproval; and\n5. Authorize the City Manager to negotiate and execute an agreement with\nConstant Technologies, in an amount not to exceed $649,401 (including a\n$59,000 contingency) for a term of three years, with future year funding\ncontingent on Council Budget approval.
