Find that this item is not a project pursuant to the California Environmental Quality\nAct.\nIn late 2022, City Council directed Staff to have an outside counsel review the\nexpenditure of CARES funds on the above programs. Outside counsel recommended\nthe adoption of resolutions to solidify and reconfirm the City Council’s appropriation of\nfunds for these programs as valid municipal affairs.
