63. Waterworks Districts Standby Charges for Fiscal Year 2024-25\nRecommendation: Acting as the Governing Body of the County Waterworks\nDistrict Nos. 21, Kagel Canyon; 29, Malibu; 36, Val Verde; 37, Acton; and 40,\nAntelope Valley (3 and 5), find that the water service availability standby\ncharges, authorized by Section 55501.5 of the State Water Code, are to\npartially finance maintenance and operating expenses and fund water system\ncapital improvement projects within existing service areas; adopt the water\nservice availability standby charges for Fiscal Year 2024-25 to collect\napproximately $1,900,000 in revenue in order to partially finance maintenance\nand operating expenses and fund water system capital improvement projects;\nand find that the proposed actions are not a project under the California\nEnvironmental Quality Act.
