9. Development of Los Angeles County’s Artificial Intelligence Policy\nFramework\nRecommendation as submitted by Supervisor Horvath: Instruct the Acting Chief\nInformation Officer, in direct consultation with relevant Department Heads, to\nreport back to the Board in writing in 90 days with a proposed Artificial\nIntelligence (AI) policy and governance framework as a result of their\nengagement with the Government AI Coalition, which should include the\nfollowing:\nA technology directive to County Departments on the responsible use of\nAI, which includes guidance on data privacy and cyber security;\nOption for a County AI governance framework that would involve relevant\nCounty Departments and other stakeholders;\nA focus on responsible use of generative AI, mitigation of unintended\nconsequences including , but not limited to, bias, privacy breaches,\nsecurity risks, and job displacement;\nAn external stakeholder input process to ensure we are leveraging best\npractices and the best minds on this cutting-edge, rapidly changing\ntechnology; and\nA communication plan beyond the technology directive to ensure both\ntechnology staff and program staff are aware of the policy framework\ngoverning the use of AI and the innovations available through an AI use\ncase inventory.
