30. Accelerating Vision Zero through the Florence-Firestone for All Project\nRecommendation as submitted by Supervisor Mitchell: Authorize the Director of\nPublic Works to file a Notice of Exemption for the proposed Florence-Firestone\nfor All: Achieving Vision Zero in South Los Angeles Project (Project), within five\nworking days, in accordance with Section 21152 of the California Public\nResources Code and post the notice to the County’s website; find that the\nproposed Project is exempt from the California Environmental Quality Act\n(CEQA); and authorize the Director to take the following actions:\nAccept grant funds up to $21,500,000 from the United States Department\nof Transportation (USDOT), or its administering agencies for the Project,\nexecute all necessary applications, contracts, certifications and\nassurances, agreements, reports, or any other required USDOT\ndocuments pertaining to the Project, execute any necessary\namendments, including time extensions to complete the various\ncomponents of the project, minor changes in Project scope and\nalterations in the grant amount, and sign and submit requests for\npayment from USDOT; and\nAccept grant funds from the USDOT, or its administering agencies, for\nfuture awards under the Safe Streets and Roads for All discretionary\ngrant program, up to $35,000,000 each cycle, to allow for the immediate\nand streamlined implementation of traffic safety projects and programs,\nexecute all necessary applications, contracts, certifications and\nassurances, agreements, reports, or any other required USDOT\ndocuments pertaining to future projects, execute any necessary\namendments, including time extensions to complete the various\ncomponents of future projects, minor changes in project scope and\nalterations in the grant amount, and sign and submit requests for\npayment from USDOT, provided the Board is given advance notification\nbefore acceptance of each grant award; and\nFind that delegating authority to the Director of Public Works to accept grant\nfunding from Federal agencies and executing all associated documents as\noutlined in Directive 4 is not a project of the CEQA Guidelines, because it\ncreates a government funding mechanism that does not involve a commitment to\na specific project, which may result in a potentially significant physical impact\non the environment, and is excluded from the definition of a project under\nCEQA; and the Director of Public Works shall take necessary actions to ensure\nthat appropriate findings are made under CEQA prior to implementing any\nactivity for future projects, which would be considered a project under CEQA.\n(24-1670)
