C Consideration and possible action to conduct a de novo public hearing to\nconsider an application for a modification of a Conditional Use Permit, and\nadopt Resolution No. 24-22 – A Resolution approving Conditional Use Permit\nCase No. CU 23-03 modifying Conditional Use Permit Case No. CU 86-28 by\nconverting an existing full-service carwash to an automated express\ncarwash within the General Commercial (”C-G”) zone on the property located\nat 14755 Bellflower Boulevard / 9765 Somerset Boulevard; Applicant: Sean\nNourani Architect.\nCEQA: The City reviewed the environmental impacts of the Project under the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq.\n“CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs.\n§§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines § 15303 exempts\nminor construction or conversion of structures. The proposed activity is for the\nconversion of an existing full-service carwash to an automated express carwash\nand contemplates minor physical alterations, including, without limitation,\ninstallation of signs, lighting and façade improvements to the existing structures.\nAccordingly, this activity is exempt from further review.\nRecommendation to City Council: 1) Open the public hearing; take testimonial and\ndocumentary evidence; and after considering the evidence, adopt Resolution\nNo. 24-22; or 2) Alternatively, discuss and take other action related to this item.
