7.1 SPA Plan Amendment: Approve Amendments to the Otay Ranch Village Eight East Sectional\nPlanning Area Plan, Including Associated Regulatory Documents and Tentative Map\nReport Number: 24-0101\nLocation: Generally, south of the eastern extension of Main Street, east of Otay Ranch Village\nEight West, west of State Route 125, and north of the Otay River Valley (APN: 644-070-21)\n(“Project Site”)\nDepartment: Development Services\nG.C. § 84308: Yes\nEnvironmental Notice: The Project is adequately covered in the Final Environmental Impact\nReport (“FEIR”) and Mitigation Monitoring and Reporting Program for the Otay Ranch\nUniversity Villages (FEIR 13-01; SCH #2013071077; adopted by City Council Resolution No.\n2014-232 on December 2, 2014), only minor technical changes or additions to FEIR 13-01 are\nnecessary, and that none of the conditions described in Section 15162 of the CEQA Guidelines\ncalling for the preparation of a subsequent document exist; therefore, the Director of\nDevelopment Services has called for the preparation of a Third Addendum to FEIR 13-01 for\nconsideration.\nMay 14, 2024 Agenda Page 6 of 8\nCity of Chula Vista - City Council\nRECOMMENDED ACTION:\nConduct a public hearing and take the following actions:\nA. Adopt a resolution approving:\n1. Third Addendum to FEIR 13-01 (IS22-0003) and amendments to the Chula Vista\nGeneral Plan (GPA22-0002), the Otay Ranch General Development Plan\n(GDP22-0002), and the Otay Ranch Village Eight East Sectional Planning Area\nPlan (SPA22-0006) (including the related new Planned Community District\nRegulations) to reflect the proposed changes to zoning within Otay Ranch\nVillage Eight East (ZC22-0003) and to other regulatory documents in\naccordance with the required findings and subject to the conditions contained\ntherein; and\n2. A Tentative Subdivision Map incorporating the proposed changes to the Otay\nRanch Village Eight East Sectional Planning Area (TM22-0005) in accordance\nwith the required findings and subject to the conditions contained therein; and\n3. A Community Purpose Facilities Agreement; and\nB. Place an ordinance on first reading approving modifications to the Otay Ranch Village\nEight East Planned Community District Regulations in accordance with the required\nfindings and subject to the conditions contained therein (First Reading); and\nC. Place an ordinance on first reading approving a change in zoning from single-family\nresidential to multi-family residential (First Reading)
