3.A.5. Second Reading and Adoption of Ordinance 24-11 to Amend Title 15 (Buildings\nand Construction) of the San Jacinto Municipal Code to Add Chapter 15.60\n(Electrical Vehicle Charging Stations)\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the proposed Ordinance is EXEMPT from CEQA pursuant to\npursuant to Sections 15060(c)(2) and 15060(c)(3) of Title 14 of the California\nCode of Regulations. Specifically, this Ordinance only establishes a\nstreamlined process for electric vehicle charging station permits and merely\nauthorizes administrative activities that will not result in a direct or reasonably\nforeseeable indirect physical change in the environment. Moreover, under\nSection 15061(b)(3) of the State CEQA Guidelines, this Ordinance is exempt\nfrom the requirements of CEQA because it can be seen with certainty that the\nprovisions contained herein would not have the potential to cause a significant\neffect on the environment.\n2.
