Second Reading and Adoption of Ordinance No. 24-03 An Ordinance Adopting\nby Reference Title 6 of the Riverside County Code of Ordinances Pertaining to\nAnimal Control.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the adoption by reference in its entirety of Title 6 of the\nRiverside County Code of Ordinances into the San Jacinto Municipal Code as\nset forth in this Ordinance is EXEMPT from environmental review under the\nCalifornia Environmental Quality Act (“CEQA”) (Pub. Res. Code, § 21000 et\nseq.) pursuant to State CEQA Guidelines (Cal. Code Regs., tit. 14, § 15000 et\nseq.) sections 15061(b)(3) and 15378(b)(5) as it can be seen with certainty\nthat the adoption of this Ordinance will not have a significant effect on the\nenvironment. Moreover, approval of the Ordinance merely constitutes an\nadministrative activity of the City and is additionally exempt from CEQA on\nthat basis. (State CEQA Guidelines, § 15378(b)(5).)\n2.
