16. UPDATE ON SOUTH LAGUNA BEACHES INCLUDING ADOPTION OF AN\nURGENCY ORDINANCE TO ENSURE CONTINUITY OF OPERATIONS IN\nSOUTH LAGUNA BEACHES, ADOPTION OF A RESOLUTION\nESTABLISHING BEACHES AND COASTAL-ADJACENT PARKS HOURS\nAND TIMES DOGS ARE PROHIBITED UPON BEACHES, AND ADOPTION\nOF A RESOLUTION ADDING THE INLAND ALISO BEACH PARKING LOT\nTO THE SHOPPERS PERMIT\nRecommendations:\n(1) Adopt an Urgency Ordinance titled, “AN URGENCY ORDINANCE OF THE\nCITY OF LAGUNA BEACH, CALIFORNIA, REVISING SECTIONS 6.16.020,\n18.05.010, 18.05.040, 18.16.010, 18.16.030, AND 18.20.020 OF THE LAGUNA\nBEACH MUNICIPAL CODE AND ADDING SECTION 18.04.055 TO THE\nLAGUNA BEACH MUNICIPAL CODE TO ENSURE CONTINUITY OF\nOPERATIONS IN SOUTH LAGUNA BEACHES, AND DECLARING THE\nURGENCY THEREOF PURSUANT TO CALIFORNIA GOVERNMENT CODE\nSECTION 36937,” to ensure continuity of operations in South Laguna beaches by\n(a) asking the City Clerk to read the title of the Ordinance and (b) approving a\nmotion to waive further reading of the Ordinance and to adopt the Ordinance as\nan urgency measure;\n(2) Adopt a Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH, CALIFORNIA, ESTABLISHING HOURS\nTHAT BEACHES AND COASTAL-ADJACENT PARKS ARE CLOSED TO THE\nPUBLIC AND DATES AND TIMES DOGS ARE PROHIBITED UPON\nBEACHES,” to establish hours that beaches are closed to the public and dates and\ntimes dogs are prohibited upon beaches;\n(3) Authorize and appropriate the use of one-time funds for additional equipment\nand personnel expenditures to the Fiscal Year 2022-23 Adopted Budget to include\nauthorizing the addition of one full-time Equipment Operator and one full-time\nMaintenance Worker II;\n(4) Allow the use of resident Shoppers Parking Permits at the inland Aliso Beach\nparking lot by adopting the Resolution titled “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, ADDING THE\nINLAND ALISO BEACH PARKING LOT TO THE SHOPPERS PERMIT\nPROGRAM”;\n(5) Direct staff to hold a public meeting with residents of South Laguna on March\n14, 2023, and return to the City Council in May with an update of that meeting\nand any recommended operational changes; and\n(6) Determine the above-recommended actions are exempt from the California\nEnvironmental Quality Act.\nStaff Report\nPublic Communications\nAdditional Public Communications
