42. Los Angeles County General Plan Amendment\nRecommendation: Adopt a resolution approving General Plan Amendment No.\nRPPL2022010227-(1-5) and Zone Change No. RPPL2022013866-(1-5), as part\nof Project No. 2022-004173-(1-5), to include minor, technical changes to the\nGreen Zone Ordinance (GZ Ordinance) for clarity and ease of use, establish a\nnew Combining Zone, the Green Zone (-GZ), which serves to identify\nindustrially-zoned parcels currently subject to the GZ Ordinance, and implement\na zone change program to add the -GZ Combining Zone on industrially-zoned\nparcels in the unincorporated communities of West Carson and West Whittier -\nLos Nietos currently subject to the GZ Ordinance (On September 19, 2023, the\nBoard indicated its intent to approve the Green Zone Technical Update);\ncertifying the Final Program Environmental Impact Report (PEIR),\nEnvironmental Assessment No. RPPL2022003550-(1 and 5) for the East San\nGabriel Valley Area Plan and finding it has been prepared in compliance with\nthe California Environmental Quality Act (CEQA) and the State and County\nguidelines; approving General Plan Amendment No. RPPL2022003554-(1 and\n5), as part of Project No. 2020-00612-(1 and 5) to establish the East San\nGabriel Valley Planning Area with the updated Land Use Policy Map for the 24\nunincorporated communities of the East San Gabriel Valley Planning Area and\nfinding it is consistent with the County General Plan (General Plan), (On\nJanuary 30, 2024, the Board indicated its intent to approve the East San\nGabriel Valley Area Plan); certifying the Final PEIR, Assessment No.\nRPPL2021011920-(All Districts) has been prepared in compliance with CEQA\nand the State and County guidelines; approving General Plan Amendment No.\nRPPL2021011925-(All Districts), as a part of Project No. PRJ2021-004165-(All\nDistricts) to amend the General Plan with the Metro Area Plan (MAP) and\nrescind the East Los Angeles Community Plan, the Walnut Park Neighborhood\nPlan, the West Athens-Westmont Community Plan, and the Florence-Firestone\nCommunity Plan, and determining the MAP is consistent with and supports the\ngoals and policies of the General Plan, (On January 30, 2024 the Board\nindicated its intent to approve the Metro Area Plan.)
