69. Evaluation of Public Defender's Care Holistic Youth Legal Defense Project\nMaster Agreement\nRecommendation: Authorize the Public Defender, jointly with the Executive\nDirector of the Countywide Criminal Justice Coordination Committee, to\nexecute a new work order under the existing Master Agreement (MA) with the\nRAND Corporation (RAND), for the evaluation of the Public Defender Client\nAssessment Recommendation and Evaluation (CARE) Project, in the amount of\n$300,000; and authorize the Executive Director of the Countywide Criminal\nJustice Coordination Committee to take the following actions: (Public Defender\nand Countywide Criminal Justice Coordination Committee) APPROVE\nExecute an amendment to extend the term of the existing MA with RAND\nfor Criminal Justice Research and Evaluation Services for an additional\nseven months to June 30, 2026, to allow RAND to complete a two-year\nevaluation of Public Defender's CARE Project;\nExecute amendments to extend the term of the six existing MAs for\nCriminal Justice Research and Evaluation Services for an additional\nseven months to June 30, 2026, to ensure that the term of the MAs is\nconsistent, and to also accommodate future utilization of the MAs by\nother Departments; and\nExecute amendments to the MAs that do not materially modify the terms\nof the MA, add or delete research and evaluation service categories,\nand/or add or modify County required terms, as mandated by the Board\nor the Chief Executive Officer.
