Employ a Retired County Employee on a Temporary Basis\nRecommendation: Appoint retired County employee, Susan Herman, to serve\nas a 120-day temporary employee without reinstatement from retirement, waive\nthe 180-day waiting period required under the California Public Employees’\nPension Reform Act of 2013; approve the Director of Public Works’ request\nthat Susan Herman be employed as Public Works Consultant II at a rate of\n$101.46 per hour for up to 960 total hours of work in each fiscal year; and\ncertify that it is necessary for recently retired Department of Public Works\nemployee, Susan Herman, who possesses extensive and unique expertise, to\nimmediately return as a 120-day temporary employee to provide\ncritically-needed expertise on the high-profile homelessness initiatives in the\nCounty.
