14. Supporting Early Care and Education Public Investments and Policies\nRecommendation as submitted by Supervisor Solis: Direct the Chief Executive\nOfficer, through the Legislative Affairs and Intergovernmental Relations Branch,\nto support the Early Care and Education (ECE) Coalition’s request that the\n28,000 spaces budgeted for Fiscal Year (FY) 2023-24 are funded and\ndistributed in FY 2023-24, and that the State provides a sustainable and\nequitable plan to reach the 200,000 spaces commitment by FY 2026-27; and\nthe request by the Child Care Law Center, Child Care Providers United, and the\nECE Coalition, that the California Department of Social Services create a\nrobust alternative methodology that pays child care providers a fair and just\nwage based on their full cost of caring for children, fully implement the\nalternative methodology with a single-rate structure as soon as possible, and\ninclude details of the new single-rate structure using the alternative methodology\nin the State’s Child Care and Development Fund Plan to be submitted by July 1,\n2024.
