3. Decreasing Professional Wait Times at Los Padrinos Juvenile Hall\nRecommendation as submitted by Supervisor Hahn: Instruct the Chief\nProbation Officer to report back to the Board in writing in four weeks, with data\non the professional visitor wait times at Los Padrinos Juvenile Hall in the past\nthree months, including an analysis of any factors contributing to long wait\ntimes and strategies being implemented to reduce wait times and ensure timely\naccess to visits from counsel, social workers, and other experts (e.g. adding\nmore pods to the visitation area, increasing staff on busy days to bring youth to\nthe visitation area, creating an electronic sign up system, etc.), data on wait\ntimes in the regular “Ensuring the Use of Least Restrictive Placements for\nYoung People in the Probation Department’s Care and Custody” quarterly\nreports to the Board; and instruct the Chief Probation Officer, in consultation\nwith the Executive Director of the Probation Oversight Commission, County\nCounsel, the Public Defender, and the Alternate Public Defender, to update\ntheir “Access to Legal Services” policy (DSB 513), and/or create a procedure\nto include expected maximum wait times for visitation with legal counsel that are\nconsistent with industry standards and a process for documenting extenuating\ncircumstances when a wait time exceeds the expectation.
